A general definition of a seedling greenhouse is :

A freestanding structure constructed in such a way that it improves propagation parameters, that is, access to light, a suitable temperature and humidity range.
A more detailed definition of a seedling greenhouse is :
A portable greenhouse or container that improves the conditions for seeds to sprout. Thanks to its cover, it protects the seeds from bad weather, too cold temperatures, large insects, but lets the energy of the sun through to help with plant development.
For an easy-to-understand definition, we can liken a seeds starting greenhouse to a baby incubator :
In this definition, the premature baby is the seed. In order to survive and grow, the baby needs the incubator to maintain the right temperature range, and humidity levels. It also needs to let the oxygen in, the same way a greenhouse lets the UV rays in. Finally, the incubator protects babies from stimuli and germs, as a greenhouse does for seedlings.
